SCOPE OF WORK

We are seeking a proactive and analytically strong Assistant Manager to take a dual role in overseeing both project construction cost control and corporate-level financial planning and analysis. This role supports cost governance across capital projects and centralized service departments, including HR, IT, Marketing, and Procurement. The candidate will act as a key finance business partner, contributing to strategic decisions, ensuring budget discipline, and driving value for money both in development projects and operational functions.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Duties may include but not limited to:

1. Construction Cost Control & Project Finance

• Prepare and update budgets for pre-construction, construction, and post-handover phases.
• Monitor actual vs. budget expenditure; maintain detailed cost logs and dashboards.
• Review contractor claims, VO justifications, and billing schedules.
• Work with project managers, QS, consultants, and legal/procurement teams.
• Prepare monthly project cost reports and cash flow forecasts.
• Support audit, tax, and compliance processes for development expenditures.

2. Corporate Management Reporting & Budgeting

• Lead monthly/quarterly management reporting across centralized departments.
• Coordinate annual budgets and rolling forecasts.
• Perform variance analysis and scenario planning for shared service costs.
• Partner with function heads to align spending with KPIs and strategic objectives.
• Support strategic initiatives like digital transformation or sustainability efforts.
• Assist in investor and board-level reporting for both project and corporate matters.

3. Governance & Compliance

• Ensure compliance with internal controls, audit readiness, and financial policies.
• Maintain documentation for project drawdowns, tax compliance, and cost allocation methodologies.
• Drive cost efficiency in centralized functions and ensure coding accuracy.

4. Financial Control & Compliance

• Ensure strong financial governance, cost coding discipline, and policy compliance within corporate departments.
• Monitor central service costs (e.g., IT infrastructure, shared staff, group advertising) and recommend reallocation or efficiency actions.
• Manage internal and external audit requests relating to support functions.

• Bachelor's degree in Accounting, Finance, Quantity Surveying, or Construction Management.
• CPA, ACCA, CMA or equivalent required.
• 8–10 years of progressive finance experience across FP&A, construction cost control, or management reporting.
• Experience working with developers, PMCs, or large hospitality groups is a plus.
• Strong Excel and financial modeling; experience with ERP tools like SAP, Opera, Power BI.
• Solid understanding of contract types (FIDIC, GMP, etc.) and hospitality cost structures.
• Detail-oriented, analytical, and able to challenge assumptions professionally.
• Effective communicator with cross-functional coordination skills.
• Familiarity with local tax regulations, VAT, and compliance reporting in Vietnam.
