*** Objective and Purpose of the Assignment
ADB is increasing its focus on water and sanitation sector as part of its operational priorities under the ADB’s Strategy 2030, which includes focus on making cities more livable (by providing affordable, safe, and effective water and sanitation services). Strategy 2030 also supports the objective to expand the role of private sector operations and mobilize additional resources on top of ADB’s own financing.

The Sanitation Financing Partnership Trust Fund (SFPTF) under the Water Financing Partnership Facility (WFPF) aims to support identification, testing, and pilot implementation of innovative sanitation solutions – new policies, regulatory framework, business models, and technologies – to increase support for non-networked sanitation. The Fund also focuses on accelerating a more holistic approach through the citywide inclusive sanitation (CWIS) framework to increase access to appropriate sanitation systems.

To support business development activities relating to the identification, preparation, and processing of a pipeline of private sector projects in the water and sanitation sector, ADB requires the services of private sector infrastructure finance specialist, herein referred to as “the Consultant”.

***Detailed Tasks and/or Expected Output
The Consultant will be responsible for overall financial and market analysis activities in cooperation with ADB’s private sector infrastructure finance team based in Bangkok to support sourcing, developing, assessing and processing a pipeline of financing and investment projects focused on the water and sanitation sector.

The Consultant will be responsible for the following tasks and/or outputs

1) Assist in the evaluation, assessment, and processing of PSOD water and sanitation sector activities and objectives in the Southeast Asian developing member countries of ADB, especially Viet Nam, Cambodia, Indonesia, and Thailand.
2) Provide a comprehensive market/ industry analysis of the water and sanitation sector, with a focus on private sector opportunities (including sub-sovereign and SOE opportunities), including financial analysis, including building of financial models, regulatory and institutional assessments and other required support to support and shape PSOD’s water and sanitation sector investment strategy to support innovative sanitation solutions and the identification of opportunities in the region.
3) Produce and prepare reports and documentation to support processing of PSOD water and sanitation sector investment opportunities within ADB.
4) Assist with applications to third party funds where ‘blending’ of ADB and third party capital can help water and sanitation transactions reach financial close.
5) Support sourcing, developing, and preparing a pipeline of projects aligned with PSOD’s water and sanitation sector investment activities and objectives in the region, including attending
(where appropriate), conferences, presentations and workshops relating to the identification and preparation of investment opportunities.
6) Support the monitoring of the existing PSOD portfolio of water and sanitation sector investments in the region.
7) Coordinate with the Global Water and Sanitation Centre (GWSC) at AIT - Bangkok on activities related to increasing private sector participation in sanitation projects
